You give them to people by pressing the exalt button under their avatars. Actually, I'm teh one who gave it to joo.
Oh, and you take them from people by pressing smite. But I don't think anybody's going to do that.

I noticed that if you gave someone a Karma point, that after a while, you can't do it again... so I guess after every, oh lets say, 30 min. you can only give one point out. And thanx Snoweh, I will forever by a loyal friend! ;D
